New Upscale Restaurant Plans to Open in O’Fallon in May

The planning and zoning commission approved a recommendation to the O'Fallon City Council regarding the CUP at the April meeting.

O’Fallon will soon be home to a new upscale restaurant.

David Sparks, of Sparks Family Enterprises, LLC, applied for a conditional use permit (CUP) to open Eleven 65 at 1165 Technology Dr.

This vacant building was the former home of J. Buck's Restaurant, located between the Staybridge Suites and Holiday Inn Express.

The applicant requested a CUP to sell and serve alcoholic beverages by the drink. There are no plans for live entertainment at this time.

A public comment regarding the CUP was held during the Thursday, April 4. O'Fallon Planning and Zoning Commission meeting. No residents came forward to speak for or against the item.

The commission approved a recommendation for the CUP to the O'Fallon City Council, which will vote on the items at a future meeting. 

Eleven 65 would offer entrees like seared chicken, blood orange salmon, hangar steak and more.

Sparks presented his plans to the commission at the meeting and stated the restaurant would serve“new American cuisine,” with a local twist on the menu.

 “We’re going to rotate out the seasons and try to keep it as organic as possible by utilizing the public markets in the area,” he said.

According to the planning and zoning commission report, the vacant space the restaurant plans to occupy contains 8,625 square feet of floor area and includes an outdoor patio.

May 5 is the tentative opening date for Eleven 65.

Proposed hours of operation for the restaurant are:

  •  Monday-Thursday 11a.m. to 11 p.m. 
  • Friday and  Saturday 11 a.m. to 12 a.m.
  • Open for brunch and dinner during earlier evening hours on Sunday.
