My personal opinion is that with proper training all guns are safe.  How ever this does not mean take a class for 2 days and you are done.  I am talking about taking a class when you are dead tired and getting ready for bed mood.  Have this class last 40 Hours to include identification of targets, Assessing targets, legal responsibility of gun ownership, Legal rights of gun owners, and finally target practice on targets from all kinds of ranges using a variety of calibers.  Then have the owner repeat the class on an annual basis.

Once a person is armed the whole world becomes dangerous.  16 hours of training does not make a person capable of properly assessing targets.  The military teach weapons safety on all weapons and if you are going to carry concealed you have to go through a weapons safety course while at the end of your day.  Which is 40 hours long and done under less than ideal conditions.

Smart Weapons only respond to whatever.  The point being that when you say smart weapons then people believe that they are safe.  They are not safe by any stretch of the imagination.  Training makes any weapon safe.  However if you have a weapon that will only fire if...... is done then all someone has to do is ____ to arm the weapon.  Use a ring?  If it is on your hand and someone takes your weapon and points it at you, you die.  Why because the weapon senses the ring and allows it to fire.  The samething for a watch.  The distance will make little or no difference as your hand will be attempting to block the shot. OOPs! Dead owner.
Fingerprint weapons might be safer but again once that is figured out then all someone has to do is use your hand to arm the weapon and.............Dead Owner.
