Candidate Filing For April Election Begins Tuesday

The Fort Zumwalt School Board will fill two seats in the April 2012 election. The O'Fallon Fire Protection District will elect a director.

Candidate filing for the April 3, 2012 elections begins Tuesday, Dec. 13 and runs until Tuesday, Jan. 17.

Fort Zumwalt School District

Two positions are open on the . Vice President Barbara Story and board member Mike MacCormack’s terms end in April.

As O’Fallon Patch , Fort Zumwalt board members currently serve three-year terms with no term limits.

According to the , O’Fallon has experienced around 72 percent growth in the past 10 years, bringing the population to around 80,000. This requires that Fort Zumwalt be classified as an urban district, which limits board members to two terms and requires them to serve six-year terms.

This may change before the April 2012 election. Missouri Senator Scott Rupp (R-Wentzville) is sponsoring a bill to allow school districts to decide how long the terms should be.

The consensus at the board’s last meeting, was that the Fort Zumwalt School District would prefer a three-year term.

However, candidates for the April election should be aware they are signing up to run for either a six-year or three-year term, depending on the success of this legislation.

Candidates may file at the superintendent's office located at 110 Virgil Street on Monday through Friday from 8 a.m. to 5 p.m. The district offices will be closed on Dec. 23, 26, 27, 28, 29, 30, and Jan. 2.

Qualifications: 

  • Must be a citizen of the United States 
  • Must be a voter of the district
  • Must be a resident of Missouri for a minimum of one  year preceding the election.
  • Must be at least 24 years old
  • Must be eligible to hold office in accordance with Missouri law and not serving a sentence or period of probation for a felony or a crime that if committed in Missouri would be a felony
  • Must never have pled guilty been convicted under Missouri law or the law of another jurisdiction of a felony connected with the exercise of the right of suffrage
  • Must not be registered or required to be registered as a sex offender under Missouri law
  • Must have filed all required campaign disclosure reports for all previous elections in which you were a candidate and have paid all assessed fees by the Missouri Ethics Commission, if applicable.

 O’Fallon Fire Protection District

The director position on the Board is up for election. Current board director Dave Hinman’s term ends in April 2012. The board director serves a six-year term.

Candidates can file at O’Fallon Fire Protection District Station 1, 119 East Elm St. from 8 a.m. to 4:30 p.m. beginning on Tuesday, Dec. 13. Filing will close at 5 p.m. on Tuesday, Jan. 17. The office will be closed to filing on Dec. 16, 22, 23, 26, 30 and Jan. 2.

Qualifications:

  • Must be a citizen of the United States
  • Must be a voter of the district at least one year prior to the election
  • Must be at least 25 years old
  • Must not have been convicted of or plead guilty to a felony under state law
  • Is not employed by any fire district or ambulance district
  • Does not hold any lucrative office or employment under the state or any political subdivision
  • Must not be delinquent in payments of any state  income taxes, personal property taxes or real property taxes in their place of residence or past corporate officer of any fee office that owes any taxes to the state, other than taxes which may be in dispute
  • Must complete a Personal Financial Disclosure Statement and file the form with the Missouri Ethics Commission and a copy with the O’Fallon Fire Protection District’s Custodian of Records
  • There is a $10 filing fee.

 City of O’Fallon

There are no positions on up for election in 2012. City Clerk Pam Clement said the city’s charter implements a three-year election cycle. The next city election will be April 2013.

O'Fallon Mayor Bill Hennessy is accepting applications to fill a vacancy in Ward 5 on the council. 

O'Fallon Patch previously reported, Ward 5 City Councilman Mark Perkins at the Nov. 17 council meeting. Perkins served six terms on the council and his resignation is effective Dec. 31. 

According to the city charter, when a vacancy occurs on the council, the position shall be filled by a selection of the mayor. The city council may also adopt procedures to fill vacancies.

Hennessy is expected to appoint a temporary replacement to fill Perkin’s seat beginning in January 2012. The selected applicant will fill the position until the April 2013 city election.
