Construction on Final Phase of Page Avenue Extension to Start this Summer

Missouri Highways and Transportation Commission awards contract for Phase 3.

The Missouri Highways and Transportation Commission on Wednesday awarded a contract to complete construction on the Highway 364 Page Avenue Extension project. 

The $118.2 million project was awarded to Page Constructors LLC, a team comprising Fred Weber Inc., Millstone Bangert Inc., and Kolb Grading. It's expected to be completed by Oct. 31, 2014.

Phase 3 of the Page Extension will add nine miles of highway between Mid Rivers Mall Drive in St. Peters and the Route N and Interstate 64 interchange in Lake Saint Louis.

The road will be a four-lane freeway with an open, grassy median, similar to Route 141 or Highway 70 past Warrenton, said Project Director for Route 364 Phase 3 Mike Castro. The current Page Extension is 6 to 8 lanes wide. 

"We want it to be expandable," MoDOT Area Engineer Ed Hassinger said, adding that it could easily be expanded in the future to six lanes.

The extension will run from Mid Rivers Mall Drive behind Target and through farm land or flood plains out to Route K where it will run between the South Outer Road and Highway K. 

From there it will come up the west side of Schnucks and head through to Bryan Road, said Brian Carlson, a project manager for Fred Weber. 

Construction on the project is expected to begin as early as April with crews clearing trees and moving earth along the corridor.

Gutermuth Road will close between Memorial Day and Labor Day as crews extend the road over Route 364. 

The next major part of the project would include extending Bryan Road over Route 364, which is expected to be completed by Nov. 1, 2013. The North Outer Road extension will serve as the detour. 

The entire project is expected to open by the end of October in 2014.

Funding for phase 3 comes from MoDOT ($61.2 million), the St. Charles County 1/2 cent transportation sales tax fund ($29.15 million), federal local surface transportation funds ($25 million), O'Fallon ($2.25 million) and Dardenne Prairie ($600,000).

"This project would not have happened without St. Charles County stepping forward... to secure almost half of the funding from local sources," said Hassinger. 

O'Fallon Mayor Bill Hennessy said the $2.25 million comes from the $15 million the city is owed by MoDOT in 2015 as repayment for building the Page Extension outer road. 

Hennessy said the city will benefit from the extension because it will ease congestion on Highway K, Interstate 70 and Highway 40. It may also attract more economic development in the area. 

"I'm looking forward to this immensely," he said.

Construction Schedule

While crews will work on all three parts of the project, the western-most part of the Page Extension, from Interstate 64 to Bryan Road, will be the first section of road to open by Aug. 29, 2014. 

Route 364 from Bryan Road to Route K is expected to be compelted by Oct. 3, 2014. 

Route 364 from Route K to Route 94 is expected to be completed by Oct. 31, 2014.

Construction of Phase 1 from I-270 to Heritage Landing included the new Page Avenue bridge across the Missouri River and was completed in December 2003.
