Defiance Man Indicted for Growing 89 Marijuana Plants, Fleeing From Police

Officials said Scott Heining was investigated for dealing pot and also fled from a Sheriff's deputy on a high-speed chase through residential neighborhoods.

A Defiance man was indicted Friday by a St. Charles County grand jury on drug charges, resisting arrest, driving while intoxicated and multiple other charges. Scott A. Heining 36, of the 2900 block of South Highway 94 in Defiance, faces charges of distributing a controlled substance, possessing a controlled substance, resisting arrest, misdemeanor driving while intoxicated, several charges of exceeding the speed limit by more than 26 mph, and several other misdemeanor and traffic charges. St.. Charles County Drug Task Force detectives said they found 89 marijuana plants growing in Heining’s basement Sept. 4. Detectives reported that Heining had been under a task force investigation. Cell Tower Decision Likely Will Land St. Charles County in Court

Tower in Defiance area would ruin landscape, the area's biggest asset, council member says.

St. Charles County and St. Charles Tower took another step towards the courtroom Monday. The county provided its legal reasons for turning down the company’s proposal to erect a cell tower near Walnut Creek Trail in the Defiance area during the county council’s meeting Monday. The county council turned down the proposal for the tower during its January meeting. County Councilman Joe Brazil, R-District 1, of Defiance, said that the council has not approved any cell tower in the Defiance area since he has been on the council. Brazil said he has voted no on every such cell tower proposal. “It’s infringing on the beauty of the area,” Brazil said after the meeting. “That’s the area’s biggest asset. St. Charles County Council Votes Down Proposal For Cell Tower

Proposed cell tower in Defiance would "ruin landscape" councilman says. Council hasn't approved cell tower in agricultural area in 10 years.

The St. Charles County Council voted down an attempt to put a cell tower in the Defiance area, a decision that could lead to litigation, said an attorney for the tower company. St. Charles Tower had requested to build the tower near Walnut Creek Trail in the Defiance area. The council voted 3-2 to approve the tower, but ordinances on the seven-member council require four votes to pass.  Two council members were absent: Terry Hollander, R-District 5, of St. Charles, and Jerry Daugherty, D-District 6, of Portage de Sioux. Council members Nancy Matheny, R-District 3, John White, R-District 7 and Paul Wynn, R-District 4, voted for the bill.
