Man Harrassed, Threatened Ex-Girlfriend and Her Boyfriend, Police Say

A man has been charged a second time for harassing an O'Fallon woman and her boyfriend. Scott J. Walters, 42, of the 9400 block of Guthrie in Woodson Terrace, was charged Monday with harassment as a prior offender. O’Fallon Police said Walters repeatedly called and texted the woman and the man between Sept. 21 and Jan. 27 “to frighten, intimidate or cause emotional distress.” He also accessed the woman's cell phone without permission, police said. The woman has a protection order against Walters. The messages threatened harm against the victims and their families, police said.
