Filing Opens for Countywide Elections

Incumbents Joe Brazil, Jerry Daugherty file to run for re-election, and township races begin to take shape.

Filing for St. Charles County elected positions opened Tuesday at the St. Charles County Election Authority in St. Peters with no surprises. County Council seats for districts 2, 4 and 6 are on the ballot starting with the August primary and then the November election. Incumbent Joe Brazil, a Republican, filed in District 2 and Jerry Daugherty, the only incumbent Democrat on the council, filed in District 6. No one filed on the first day for District 4, the seat held by Republican Paul Wynn. He currently is working in Afghanistan due to his job as a military contractor. Wynn has participated in county council meetings via phone and has voted on emergency bills and voice votes. Elected officials are prohibited by Missouri law from voting in…

Filing Opens for St. Charles County 2012 Elections

Even-number county council seats and circuit court judge positions will be on 2012 ballot.

Filings for St. Charles County elections will open Feb. 28, with three county council positions and four circuit court judges will be on the August 2012 primary and November 2012 ballots. Petition packets will be available at the St. Charles County Election Authority after the New Year. The even numbered council seats—districts 2, 4 and 6 are up for election in 2012. Council members Joe Brazil, R-District 2, of Defiance; Paul Wynn, R-District 4, of O’Fallon, and Jerry Daugherty, D-District 6, of Portage des Sioux are up for re-election. Brazil has said he would seek re-election. Lake Saint Louis Ward 3 Alderman John Pellerito said he likely will oppose Brazil in the August primary. St. Charles County Could Remove Fireworks Limits

Currently, the law prohibits fireworks displays except from July 2 to July 5, but some businesses shoot them off anyway, the new bill sponsor says.

The St. Charles County Council will consider eliminating restraints on shooting off fireworks. Currently, the county ordinance prohibits shooting fireworks except by permit or from July 2 to July 5. Councilman Joe Cronin (R-District 1) said he’s received phone calls from constituents complaining about the potential change. “They’re not looking forward to fireworks going off year round, and for that reason, I will not be backing this,” Cronin said. The bill sponsor, Council Chairman Joe Brazil (R-District 2) said the county has had trouble enforcing the ordinance that prohibits fireworks. “The wineries have been shooting them off some,” he said. “I knew it was illegal, but I didn’t care. Smoke ‘em if you got ‘em?

Countywide smoking ban opponents may have scored a tactical victory during the St. Charles County Council meeting Monday.

Supporters and opponents of two smoking ban-related bills took turns addressing the council, including Ameristar Casino Senior Vice President and General Manager Jim Franke and Siteman Cancer Center Manager Sharon Lee. One bill would place a countywide smoking ban on the November 2012 ballot. A second would grant an exemption to the casinos and also would be decided by voters if the county council approves it. However, after each council member weighed in on the ban, the measure appeared to be one vote short. The council won’t vote on the ordinance until its Nov. 28 meeting. Councilman Jerry Daugherty, D-District 6 - got it right. The council is supposed to protect the minority from the majority. Smoking bans are an infringement on property owner's rights. No one is required to endure smoke. If you want to be smoke-free that's great! Then spend your money and places that are smoke-free. Countywide Smoking Ban Proposal to be Reintroduced

Two ordinances would allow voters to vote separately on banning smoking in public places and allowing an exemption for casinos

St. Charles County Councilman Joe Cronin (R-1st District) will introduce two bills on a countywide smoking ban. One would place a countywide smoking ban on the ballot. If passed by voters, it would ban smoking in all public places with a few exemptions. The ordinances will be introduced at the county council meeting at 7 p.m. Monday at the St. Charles County Executive Building. “It’s a simple issue really,” said Cronin. “All it does is let the voters decide whether or not people have to step outside to smoke in a bar or restaurant.” The second bill would allow voters to choose if they want to exempt casinos from the smoking ban. I love how Cronin thinks that O'Fallon, ban has been "no big deal" obviously he hasn't been asking anyone's opinion. For businesses who used their freedom of choice to already be non-smoking it is no big deal, but for businesses who LOST their freedom of choice it has been HUGE! And its not just about lost business either. The loss of freedom affects morale too, not just pocketbooks.   more ›

Bending Boundaries: Second Map is a Charm for Redistricting in St. Charles County

St. Charles County Council approved revised boundary map after second effort by Redistricting Commission.

An agreeable Redistricting Commission gave the St. Charles County Council the map changes its wanted most. Commissioners submitted changed districts to the county council members, who voted 6-0 during a Tuesday meeting to approve the redistricting map. The Redistricting Commission re-drew the boundary lines based on the 2010 Census, as mandated in the county charter. “We met the requirement that the boundaries are easily defined,” said Tom Kuypers, a Republican commission member. “All the boundaries are highways or major roads, creeks or rivers.” Residents affected by the changes will find themselves voting different candidates in upcoming elections. Council members, mindful of departing sheriff’s deputies, discuss raising 2012 tax rate as city employees have faced no raises, layoffs and furloughs.

Council Sets Vote for Redistricting Commission Proposal

Chairman Joe Brazil said the council likely will send the reapportionment back to the commission to be revised.

The St. Charles County Council will meet at 1:30 p.m. Thursday to decide on district boundary changes proposed by the Redistricting Commission. The Redistricting Commission submitted proposed council district boundary changes during an Aug. 8 meeting. The council has 10 working days from that time—until Aug. 22—to make a decision on the map. Council Chairman Joe Brazil, R-District 2, said he expects the council members to send the maps back to the Redistricting Commission. “It’s not uncommon to send it back. It would be more unusual to approve it the first time,” Brazil said. Redistricting Commission Looks to Shift St. Charles County Council Districts to Southwest

Council has 10 days to decide to accept redrawn boundaries or request changes.

The St. Charles County Council is taking on a southwestern flavor. “Everything is shifting south and west,” said Tom Kuypers, a Republican member of the county’s Redistricting Commission. “The population center is right along Highway K near Highway N (in O’Fallon).” The Redistricting Commission submitted recommendations for new boundary lines for St. Charles County Council districts during the council’s meeting Monday. The council has 10 days to consider the proposal and approve it or return it to the commission. The council will call a special meeting within 10 days to decide which course to take. St. Charles County Voters to Decide if Restaurant, Bar Patrons Can Smoke ‘em if They Got ‘em Without Stepping Outside

The St. Charles County Council placed a countywide smoking ban measure on the November 2012 ballot over objections from a standing room only crowd.

There were impassioned pleas against placing a countywide smoking ban on the ballot in St. Charles County, including one by state Rep. Kathie Conway, R-District 14. “A smoking ban would not mean St. Charles is smoke-free, it would mean it is less free,” Conway told the council. But Tuesday night, the St. Charles County Council voted 4-2 to place a smoking ban bill on the November 2012 ballot.
