City Council to Discuss Possible Bond Issue for New Civic Hall, Justice Center

City staff said that the earliest the bond issue could go to the citizens for a vote would be in the November election.

A Valentine's Day work session of the O'Fallon City Council will discuss the possibility of a November 2013 bond election to fund the city's plans for a new Civic Hall, justice center and municipal courts, and developments in O'Day Park.

O'Fallon's 2012 Strategic Plan made facilities improvement a priority for the city, and the council directed staff to proceed with planning.

The city decided last April that Civic Hall should be replaced and not just renovated. Parks and Recreation has already given the city a list of the features they would like to see included in the new facility.

As part of the 2013 budget, the city council approved a study and design for a new justice center and municipal court facility. After selection of a firm to do complete the study, the city expects a final report by July 1.

The city would also like to see a lodge added to the O'Day Park master plan. In the board packet for the work session, staff said that "construction would not be undertaken without the funding being in place."
